This might leave them under the impression that they have a pending payment or invoice that has to be taken care of.

It appears that the con artists behind the 'You have received an encrypted message' Email Scam use the fraudulent messages to promote shady downloads, or to lead users to 3rd-party URLs. You should never attempt to view links or attachments in random emails whose contents seem out of place.
