Parental Control: BlackList is the name of a rogue extension that functions as adware.
Rogue extensions of this kind would usually exhibit some sort of potentially unwanted software behavior, whether this means functioning as browser hijackers or as adware.
In the case of Parental Control: BlackList, the extension claims that it allows the user to set parental controls and limit access to certain websites. What it won't tell you is that it will also display unsolicited ads inside your browser.
The extension install box will tell the user the new extension can "read and change all your data on websites" and "display notifications". This is classical adware behavior and this functionality is used to inject ads into pages or display them as pop-ups.
