If you found your way to Notquiteso dot buzz, it's very likely that you hit a bad redirect somewhere or clicked a rogue ad. The page will display a fake loading animation and text telling you to "please tap the Allow button to continue".

Doing this will not show any meaningful content on the site, because there is none. The goal is just to get the user to accept push notifications and abuse this functionality to push ads in the browser.
