Shield-fordesktop dot com is a misleading website that attempts to lure users into allowing push notifications and use this functionality to send intrusive ads in their browser.
Landing on Shield-fordesktop dot com, or one of its sister domains that have a random number at the start of the domain name, you will see a faded background page you can't really see well or interact with, as well as an overlay telling you the page detected "missing permissions".
The overlay image contains instructions on how to allow push notifications from the page and allegedly grant its made-up required permissions. The only thing you will be giving permission for if you follow the steps and allow push notifications from the site is the permission to have your browser spammed with intrusive and annoying ad pop-ups that can also be potentially dangerous.
Similar misleading websites use push notifications to spread ads. The biggest issue with this is that the ads are commonly sourced from rogue ad networks and can expose the user to further misleading pages, questionable content, and potentially unwanted software or worse.
The fastest and simplest way to deal with similar misleading pages is to simply close that browser tab and move on.
